Is a Planning and Environmental Linkage (PEL) Study right for your project?

The Minnesota Department of Transportation embarked on a Planning and Environmental Linkage (PEL) study for TH 65, a principal arterial, for approximately seven miles. TH 65 is riddled with crashes, congestion, extremely long side street delays, and poor bicycle and pedestrian access, which impacted quality of life for adjacent communities and users. MnDOT used a PEL study process to evaluate the effectiveness of alternative corridor-wide solutions against the agreed-upon purpose and need and key social, economic, and environmental criteria. Presenters will discuss the who, what, why, and how of a PEL and lessons learned from MnDOT’s first PEL on TH 65.
